When you go into Spybot > Mode > Advanced Mode > Tools > IE Tweaks there are three "Miscellaneous locks" on Spybot's IE tweaks page:
- Lock Hosts file read-only as protection against hijackers
- Lock IE start page setting against user changes (current user)
- Lock IE control panel against opening from within IE (current user)
The following lock only prevents the current user from changing the "Home page":
- Lock IE start page setting against user changes (current user)

These are very small changes recommended to make your system a bit safer and more secure. ... locking the IE settings will prevent other users of your computer to change your preferences.
To test if this lock is working properly, go into Spybot > Mode > Advanced Mode > Tools > IE Tweaks. Under "Miscellaneous locks", check this lock:
- Lock IE start page setting against user changes (current user)
And uncheck this lock:
- Lock IE control panel against opening from within IE (current user)
Then go into Internet Explorer > Tools > Internet Options… > General tab. In the "Home page" section you should not be able to type an address in the Address box, and the following buttons should be disabled:
- Use Current
- Use Default
- Use Blank
Locking the "Home page" does not necessarily prevent malicious software from changing your "Home page". In fact in some cases the opposite is true. Malicious software has been known change the "Home page" and then set this lock to prevent you from changing the "Home page" back. See the following Microsoft article:
