IE6 crashes - wininet.dll

I'm trying to fix a P4-3Ghz dual core system XP pro SP2. When I first ran spybot, it took about 3-4 hours to scan; and removed a bunch of stuff. Now scan runs in under 5 minutes and comes up clean.

I boot to "Safe Mode with Networking" and I can access a webpage with IE; I then used spybot to disable everything under "System Startup" and reboot with "Start Windows Normally". IE6 has home page set to blank and it opens ok, but as soon as I access even a very basic webpage, it crashes with:

ModVer: 6.0.2900.2937 Offset: 000158c3

Properties of wininet.dll:
Size 643 KB (658,944 bytes)

Noticing that filesize of wininet.dll was differnet on a working system, I renamed the file and replaced it with a copy from working system; IE6 crashes with:

ModVer: 6.0.2900.2937 Offset: 000158fb

What should I try next?
 
I booted from cdrom (SP2) and tried recovery install.

Now behaviour is unpredictable. On first attempt, I got the same error at a different offset.

ModVer: 6.0.2900.2180 Offset: 00016d33

After another reboot or two; it either works or hangs.

Still need to catch up on all windows updates...

Booting into safe mode, attempts to install the WU update result in error 0x800A138F.
 
0x800A138F can mean several things including:
"English (United States) [en-us]" is not the first item in the Internet Explorer's Preferred Language preference list.​
I fixed that only to get 0x8007043c; which apparrently means that services required for Windows Update are not running; and they cannot be started in Safe Mode.

So I'm stuck - can't run Windows Update in Safe Mode; can't boot to normal mode.

I could try recovery install from cdrom again; but even if that works, how do I get current updates after that?

SYMPTOMS
When you try to use the Microsoft Windows Update Web site, you receive a message that states that your Windows Update software has to be updated.

CAUSE
This issue may occur when the Windows Update software that you have installed is not the latest version and is not automatically updated.

RESOLUTION
To resolve this issue, manually update the Windows Update software, and then return to the Windows Update Web site to update your computer. To do this, follow the appropriate steps for your Microsoft Windows operating system.

Windows Server 2003, Windows XP, and Windows 2000
  1. Download the Iuctl.cab file and save it on your desktop. To download the Iuctl.cab file, visit the following Windows Update Web site:
  2. After the file is saved on your desktop, right-click the Iuctl.cab file, and then click Open
  3. Select all the files that are listed. To do this, point to the file list, and then press CTRL+A.
  4. Right-click the files that you selected, and then click Extract.
  5. Select a known location, and then click OK. For example, select the desktop.
  6. Locate the file where you extracted it. For example, locate the file on the desktop.
  7. Right-click the Iuctl.inf file, and then click Install.
  8. Try again to update your computer by using the Windows Update Web site.
After you have resolved this issue, you can safely delete the files and folders that you downloaded and extracted in steps 1 through 4 of this procedure.
 
Status report. I did the manual windows update - that worked - thanks. Normal boot still crashs with BSOD, so I tried repair from cdrom again; only to have setup crash with same BSOD error. So now normal boot crashes with BSOD; and safe mode attempts to complete the aborted setup, which isn't allowed, so the system auto-reboots. System will not boot in any mode - I'm currently exchanging emails with MS trying to find a remedy to this. Just for the archives, I'll eventually post resolution if it is something other than wipe/load.
