IE7 popup every 30 seconds or so

Hi I hope someone can help me... I have popups happening with IE7 They come up every 20-30 seconds or so.. I have the popup blocker set on HIGH block all popups and have no sites on the allow list. the popups keep coming I have no control over them.. On high I should get the message to see if i want to see them but I do not evern get that..

I have Norton running and up to date. MS defender latest level and have run Spybot a number of times....

If anybody can help me it would be great....
