I am having this incredibar problem. whenever i open a new tab in ie or chrome this weird search pops up,plus my pc also has crashed once. please help!

i have been afflicted for eons and unable to get rid of it i run windows 7 and generally use chrome how can i get help please? i run spybot antivirus, avast and adaware antivirus
