Internet explorer will only run in safe mode with networking

My computer is working fine, my modem also seems to be working fine. I can ping yahoo and google in command prompt and get a response. My Local area connection status shows me sending and recieving data... but everytime i click on internet explorer it says it can't display the page like i don't have a connection, can anyone help me with this? I have called qwest and they said that they can't do anything else for me. is this something i could fix myself? if anyone has any advice please post.
