Sorry but I can't give any other advice on that bluetooth issue than to reinstall the software of your bluetooth device.
 
Only signs I see there are related to Widcomm Bluetooth. Do you have any bluetooth connection using devices in use?
 
So, does Windows device manager show any bluetooth related items with exclamation mark?
 
You could test your bluetooth device to see if connection works. If device manager doesn't show exclamation marks for bluetooth then it should work.
