Parameter is incorrect

Using WinXP Professional,
After running Spybot it tried to remove Hotbar. Was to remove it on Restart. When restarted I get:
C:\Windows\System32\Command.com
The parameter is incorrect.
The system is stuck at this pint and will not load Windows.
How do I get bacl my computer?
