Resident Shield not Loaded

I downloaded spybot and then received a message that that particular version was corrupted.
I then downloaded AVG instead.
I've deleted spybot in every manner I can think of but the message says Windows is still using it. (Not the exact wordiing.)
I can't use system restore now. It says to restart the computer. I've done that many times now, but it won't automatically restart.
How can I get rid of spybot totally and then start a download all over again?
I prefer it to AVG.
I'm using Windows ME on eMachines 733i
 
Does the message say specifically what is still in use?Is it anything like sdhelper or teatimer,or does it just say Spybot is still in use?
