security center kill all apps

On my second computer I have something called security center It blocks all programs and I cannot connect to the internet (This is usally done by a wieless network connection the wireless program will not load) I tried to install malwarebytes but it would not install in safe mode I get the hourglass then nothing happens There is only one user and I have verified the log in as an admininstator Please help
 
Hi,

Download DDS and save it to your desktop from here or here or here.
Disable any script blocker, and then double click dds.scr to run the tool.
  • When done, DDS will open two (2) logs:
    1. DDS.txt
    2. Attach.txt
  • Save both reports to your desktop. Post them back to your topic.
