Start Center will not appear in screen.

My start Center seems blocked from displaying it self. It is minimized in the task bar. It will not open? I am running 2.1.18.0

What is the operating sytem please and are you running Spybot with elevated Administrator permissions?

How can I get administrator rights under Windows Vista / Windows 7 / Windows 8?
