The HOSTS file does'nt show any Entries

The HOSTS file does not contain any entries to block all the telemetry parameters that spybot anti beacon says it is blocking.
What is happening?
 
It could be another antivirus or other program that is blocking or rewriting the changes made to the hosts file. You can use an analysis tool like process monitor (procmon) to see what program has access to the hosts file in realtime.
 
Thank you for your input. You are right, Norton 360 Deluxe is interfering with the process and clearing the HOSTS file.
There are a couple things I wish to ask there.
1. How do I stop Norton from modifying HOSTS
2. More importantly, Spybot Anti Beacon does not incorporate any alerts so user is aware that the HOSTS file is reset and the telemetry is being sent to the offending parties.
 
To answer questions:
1. I do not know Nortons program but there should be a setting to disable that. If not, please ask Norton support.
2. It is usually not possible to determine if the hosts file was written by a good program or some scammer, so an alert would trigger all the same. Second, you cant just write the hosts file, you need a bit of tweaking. So a program looking for changes might have the old file in memory but will not be aware of a change until restart. This makes such an alert difficult to handle.
