unable to access control panel

I have a computer with XP Home and my Control Panel icon has disappeared and whenever I try to access
Add/Remove Programs from other menus I get the error Operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
e. It was infected by a virus. I am also unable to access Properties on My Computer.
I can access Regedit. I have already checked the Policy section of the registry and cannot find anything wrong and have run HJT. I am novice.
 
Control panel is back......BUT

I am afraid I have missed some of the virus/malware. I can still see toolbars for Dealio & mywebsearch in my add/remove. I feel I am near the end of my cleanup but have hit a wall. Please advise if someone can review my HJT. TY
