Everytime I start Spybot - Search & Destroy in Vista the "User Account Control" pops up. Will Spybot Search & Destroy be fixed so "User Account Control" does not keep poping up all the time in Vista?

As I recall this was mentioned as one of the many Vista Integration goals to be handled in a later part of the 1.5 Beta. It really relates to the proper registration of the Spybot S&D executable with a current valid certificate as I understand it.
