I have a website where user's submit links to be posted. Is there a way that I can use Spybot to scan the user's suggested links to make sure they are not malicious before I add them to my database ? Thanks!

Spybot-S&D does not 'scan' scan urls as such. It prevents users from reaching malicious urls through immunisation.
