What is Wininiit.ini?

I just got an error that stated this (picture included) And it tells me it can't create it? I thought it was supposed to be a default in windows? Spybot told me I need to run it as an administrator, but I never saw this before, so I thought I would ask here.

Furthermore, the reason I am uneasy about this situation is: I tried posting a question on yahoo answers, and I got some error, (error 999) it said it was either caused by spyware, malware, etc, or else too much activity through my ISP, I then tried it on another computer I have access to, and I could post just fine...So..I am extremely uneasy about this, I do not want a malicious program to have complete access to my computer.

P.S. Sorry if this was in the wrong section, but I am really nervous about this.

[edit]: Ok, so...I tried clicking OK, and it just popped back up again..So I now assume it's some type of virus more than an error, but what should I do now?

1. You seem to be using a dated version of Spybot-S&D.
Please uninstall Spybot - Search & Destroy according to the following link.
Then download our current version Spybot - Search & Destroy 1.6.2.
You will find links to several download locations for this new version on our web site.

2. This is a common error code seen in our software. Although it is a common Windows error code, it's not really an error so much as an administrative access issue. Spybot requires that you have administrative rights over the machine upon which you install them.
Right-click the Spybot - Search & Destroy entry in your start menu,
instead of just left-clicking to start it.
Then, choose Run as administrator from the context menu.

I believe the wininit.ini file is used only under Windows 95, 98 & ME operating systems when renaming/deleting files on the next reboot and not under NT-based OSes like Win2000/XP/Vista/Seven. wininit.ini is completely useless under NT-based OSes and serves no purpose.
