Hi, I know this is probably a microsoft problem and I have been reading reports from others with the same issues. I am asking if others have had this issue and what the solution may be.
I have checked and was able to establish that I am the administrator and should have administrative privileges. I am the only user on this computer. I just cannot bring up the settings.
Any suggestions?

I will try them both. I had found a few articles myself but they were several years old. I am hoping one of these will work. In the meantime, I was able to find the settings control panel thru another means have pinned it to my desk top. If all else fails, I will have that.
