I'm wondering why a feature as seemingly simple to implement and so useful when needing more resources while Spybot is running than the machine has available isn't already part of the application?

I wouldnt expect much in the way of feature development for version 1.x
You might want to give the beta 2.x a test and see what features are there and perhaps post in the following forum, there is a sticky Suggestions thread:
