Possible virus?

Upon starting my HP desktop I get a message that my Recycle bin is contaminated, do I want to empty it? I click yes and it goes into an endless loop. Finally comes back that I need administrator rights empty the recycle. I have been running SpyBot with no effect. When I try to go to IE I get a message that the page cannot be opened. Any suggestions?
