I don't know if this is an "old, slow computer" issue, but it HAS been around since Spybot 1.5. Spybot 1.6.0 takes about around a full minute just to load on my old PIII 800MHz system running Win98SE (I can hear the sharp inhales of shock...LOL). But I just uninstalled the previous 1.6.1 version to install Spybot 1.6.2.46 on a friend's PIII 500 MHz system running Win2K-SP4 and it now takes over 2 minutes just to load,
I can understand it taking however long it takes to actually "run" a system scan on older systems with slow CPUs, but I don't understand this excessive amount of time simply to load the application. MalwareByte's Anti-Malware application and SUPERantispyware both load in under 15 seconds.
