When opening Spybot - Search & Destroy Configuration in IE7, you cannot use 'close', 'minimise' or 'maximise' functions, move the configuration box around or change the size of the box

I'm not sure I would call it a bug though it isn't what you would normally expect from a Windows dialogue box.

Perhaps it just wasn't considered important to have it movable or minimisable (I don't think that's a real word, but hopefully it will be understood). No doubt there will be lots of individual opinions about this.
