can not run regedit

freind has a computer with spybot 1.4 and the tea timer is turn on. Tea timer has a bug i read about on this BBS. He also has other problem with spyware and virus. i am trying to get back with out reloading windows. Spybot will not let me remove programs from startup with msconfig.
There is also something stopping me from running regedit also:spider:
