Computer will not boot, Even In Safe mode.

It just gets 3/4 way though the Windows splash screen and the flashes a Blue screen with writing on it (really fast) then goes back to the "in touch with toshiba" screen

Next it comes back to the screen asking if you want to start windows normally or into safe mode (none of these work)

Any help is appreciated.

Was the machine infected beforehand or is this perhaps a technical problem?

If malware is a possible cause please start a new topic and provide more details, operating system and any events leading up to the present situation.
