HELP - No run or taskmanager etc

Hi all, I have Spybot and I just tried install my new version of NOD32 but now I go into windows and I dont have a:

Run command
Alt-Ctrl-Delete gives me "Taskmanager has been disabled by your administrator"
I only have a Log-Off option, NO restart or Shutdown
Some programs dont even seem to work, like Skype.

and that TEA thing comes up with some register stuff.

Can any1 help me out here?

u have a infection possibly autorun.inf as cald by NOD!! Update ur AV and scan in safe mode first then visit
