help, please

i hope that i can find a little assistance here, probably a simple question for most folks.

does anyone know what 'crypt32chain or system.ini' is? one the tools section of start up processes, spybot has no description. can i remove it from start up, what is it for, i googled it and all that resulted from the search was it mentioned in various forums.
