Need help with Command Service.

Hi, I am new to this and do not know what to do. I used SpyBot, but it would not start up before my desktop would turn on and result I cannot remove this program. I recieve numerous pop ups, and my programs look like they are highlighted. Also I use Mozilla Fox but it goes into Internet Explorer or creates a new tab in on the site. I really need help and advice step by step on what to do!
