NEED some Advice

Im having some issue with my computer. DONT KNOW WHAT IT IS!
Cant turn on windows firewall
Sometimes this thing asks me to check for viruses/spyware etc.
I always Close the window quickly.

Computer is starting to run slow now.

What initial tests do I have to do before I can post, and WHERE do I post for resolution on an Unkown Issue?
