no, dsl. I just turn it off when not in use.

OK, open Internet Explorer then Tools > Internet Options > Connections Tab.
In the center of that Window you have three places where you can put the bullet. For DSL (I have Verizon) you want the Bullet to be in "Never dial a connection". Apply and OK your way out. If that does not do it, then contact your ISP for help with their settings.

3 bullet items were "grayed out" but "never dial" was selected.
