norton detected virus

These Norton popups are killer

I dont want to just ignore it because the internet been running slow and other stuff but I cant get rid of
jioitbut.dll
C:\\WINDOWS\system32\jiotbug.dll

when i try to delete it it says cannot delete b/c of somthing like i dont have acces or somthin.

Also i have the virtumonde.
