I'm not a very computer literate in these stuff so bare with me

So yeah, I share a computer with my uncle <_<. He always go to chinese sites and now I keep getting chinese popup every time from IE. I try to close popup blocker but it doesn't work either <_<. I try everything I can! Any suggestion?
