registry cleanup popups???

i keep getting these popups on my desktop wether i am online or not saying that i have go to their website and download crap from them for only 19.99. well of course i won't but now the popups are non stop even when i am off line. help me please. oh yeah and now i cannot change my home page to what i want, it always goes to-------res://shdocnv.dll/blank.html--------------- any thing would help. thanks everyone. I am sure this is all elementry for you all but i have no clue how to fix it.
