Socket Error #10061

I just upgraded to ver1.4 and as soon as i went to update the definitions i got this error message. Socket Error # 10061
Any ideas on what it means or what i should do?
 
Im not sure what my proxy info is. when i type in what i think it is i get another error. Socket error #11001 which says wrong host info.
the network im using isnt mine so ill go and check out the relevant info. Thanks for the help.
