When setting the text for any such visual items, there are two options: 1. the text is interpreted as is, 2. a "&" sign means that the following character is to be used as a shortcut (underlined and to be pressed in combination with the Alt key).
The annoying thing though is that with some system settings, you can specify a text only once, but the places where Microsoft uses them are split between cases 1 and 2.
Windows Security Center is another such instance where you can't make it right, since you specify the name only once, but WSC uses that single description both ways in different places.
