Very Confused About 'Regalyzer'

I sometimes see pop-ups for this (the one that looks like a blue Rubik's Cube) & it'll ask me to either accept or deny it.

Being a novice at it all, I have no idea which I should be clicking on.

I don't wanna do any damage & I don't know what all the tech' jargon means when I see the pop ups.

The messages you are getting are from TeaTimer. There is a discusion in the following thread about how to decide whether to allow or deny changes:
If you feel that you that you do not want to continue using TeaTimer you can disable the feature. To disable TeaTimer:
  • Go into Spybot > Mode > Advanced Mode > Tools > Resident.
  • Uncheck the following:
    • Resident "TeaTimer" (Protection of over-all system settings) Active.
