Virus that won't allow me to open any programs

Hi,

I have been here before with a past virus that happened to me. I am back again because I have gotten another virus that is not allowing me to open any programs. I have tried to download Hijack This! and as what I said in the title, it is not letting me open any programs so I am not able to post a log. Please help!

And also, I was not able to open DDS
