Warning Your Computer is infected

Hi, wondering if someone can help me with the message that keeps popping up in the lower right system tray of my computer, it says: Warning Your Computer is infected

I also have a new background on my desktop that I did not install and it is red and white letters with a blue background giving me a message that says WARNING! and a bunch of other garbage that isn't even spelled correctly. I do not know how to remove this and think my computer may be infected with something. I've installed and ran Norton which did not clean this out and I also installed Spybot Search and Destroy which didn't clean this out either. Can someone help me with what I should do? Any help will be appreciated.
