Windows 10 Home Edition Problems - Just installed yesterday

Just installed yesterday and already having issues. Any help would be great.

Settings screen is not opening. Live Protection will not open/ activate. Startup Tools screen opens, but then consistently "NOT RESPONDING"

Turned off Windows Defender. Still not functioning properly. Any suggestions?
